Видимо, из-за того, что это центр города, народа всегда много, что в обеденное время, что в вечернее. Достаточно трудно сориентироваться, куда обращаться, указателей явно не хватает. Хотя работает несколько окон, но в них единая очередь, которая из-за постоянного притока людей становится просто огромной, только что еще на улице не стоят. Здесь, наверное, проще было бы систему электронной очереди сделать, да и помещение не мешало бы расширить. Но с этим, видимо, проблема, хотя кредитный отдел имеет отдельный вход, а не через общий зал.
