Нужно обращаться, если дело закрыли, замяли, ограничились формальностями. Если Вы считаете, что должное расследование проведено не было, либо была подтасовка фактов. Я обращался, дело, которое было закрыто, вернули на доследование. Но, по большому счёту, это одно и то же "болото". Работающие в прокуратуре знают работающих в Басманном РОВД, перезваниваются, и на "ты". Лучше никогда не иметь дел ни с теми, ни с другими.
