Теоретически в данном отделении электронная очередь. На которую сотрудники безразличны. Ситуация в том, что добросовестно занимаешь очередь и ждешь когда тебя вызовут. В это время люди заходят позже тебя и сразу присаживаются к освободившемся сотрудникам. Сотрудники игнорируют ранее пришедших людей, которые заняли электронную очередь и решают вопросы безочереди зашедших людей. Хотя должны работать по талонам электронной очереди.
